Yes. Calling something a "2" chord is grammatically poor.
2=9; 4= 11 (unless its sus 4); 6=13 for reasons previously addressed

What do you call the chord when it has the 7th AND the 9th?
M7(9) and/or m7(9)?

What 7? Major 7 + 9 is just called a maj9 chord. And dominant 7 + 9 is called a 9 chord.
