The power of vacuums has to do with not only with the motor power but also the intake port’s size. This part works to suck up the dust and dirt. If the intake is small, there will be more suction power created, since squeezing the same volume of air through the narrow passage is equal to faster-moving air. That is why the attachments whose entry ports are smaller tend to have a higher suction than a bigger ones.

What do you want to clean exactly? How dirty is it? Are we talking about a stain or built-up dirt?

Damp rag with a bit of soup will do the trick, start low and increase gradually if it is still dirty.

I typically use a microfiber cloth, sometimes dampen it with water. Many people and luthiers that make graphite necked basses recommend WD-40:

Be careful there! WD-40 is a brand, not a single product, although the most known one is the abrasive one to remove rust and loosen nuts, this will damage other things including electronics.

I recall just putting a small amount on a rag. You don’t want to spray the fingerboard with it for the reasons you mentioned.
