That sounds like an algebra problem. E9-9 should equal E

Strange way of writing a chord....,.do you mean E#9,b9 chord?? In that case it would be altered
E F G and perhaps Bb and D

I tried playing with that sheet music and couldn't get it to sound anything like the video. Then I found a longer (and complete?) version of hte sheet music:

Try downloading the MIDI file too (http://stick.com/method/articles/mccollam_parallel/) and open it with Guitar Pro, TuxGuitar, Stave'n'Tabs or similar. It will play on tempo and show you the notes, this will help you to make the chords.
